As the Principal and Managing Member of Rocha Public Affairs, Nichole guides clients through complex policy issues while advocating fiercely for the rights of consumers and families. In her former role as Head of 5Rights US, she led efforts to create child-centered privacy and safety policies across the country including the passage of the Age Appropriate Design Code in both California and Maryland.
In her prior roles as Chief Consultant for the California Assembly Committee on Privacy & Consumer Protection and Counsel to the California Senate Judiciary Committee, Nichole was at the forefront of critical legislation, including the establishment of California’s Certified Access Specialist program, critical protections for dependent youth, equal rights, the landmark California Consumer Privacy Act, and California’s Data Broker Registry.
Throughout her career, Nichole has created lasting relationships throughout state government and the advocacy community. She is known for working across the aisle and with multiple industries.
Nichole's unwavering commitment to public service and consumer protection has positioned her as a leading voice in technology policy, consumer protection, and civil rights, driving impactful change in legislation and regulations.
Nichole earned her J.D. from the University of California, Davis School of Law, where she served as the Chair of the King Hall Feminist Forum and was a recipient of the Public Service Law Certificate. She holds a B.A. from the University of California, Berkeley. Whenever she isn’t working on public policy, Nichole is spending time with her husband and children. They enjoy music, camping, cooking, and playing games together as a family.
